A fascistic aristocrat experiences doubts about militarism while on an adventure through barbarian Europe and... just sticks with it. The narrative seems to do the same: war destroyed European civilization, better fix it with more war.
Burroughs manages to still be misogynistic despite a heroic woman counterpart (she's not like those modern women!) and be racist despite the barbarians being white and Europe being occupied by powerful post-Ethiopian and post-Chinese empires. Honestly so much could be written about race in this text, although I don't think the text is worth writing much about!
