I like the characterization here a lot and the new setting is very well-thought-out, but... this isn't a mystery novel. It's more akin to a spy thriller, and even then one that bears less resemblance to a whodunit than many of that genre. So much of what makes Holmeslikes appealing is the familiar structure of the archetypes and the plots, and casting Holmes as a Mycroft-esque agent of the government fatally undermines that. This would have been substantially better not setting up those expectations in the first place and moving away from the Holmes comparison entirely.
