Najprej takrat, ko so dragocene vojaške zaloge izginjale iz skladišč, z denarjem od prodaje pa so se okoriščali posamezniki. In drugič drakrat, ko je bilo treba te zaloge nadomestiti z novimi nakupi. Takrat do prodajalci postali kupci in vnovič so lahko dobro zaslužili."
