I didn't like it. I think it is meant to show how even good people put in situations where they hold too much power go bad, but it just felt like a story of an unlikable character. The lore behind how the silos formed is also quite unsatisfying, as it feels like the achievement of a few paranoid men in power, and though it might be plausible, it's not a satisfying origin story. Not to me at least.
