This is a very thinly disguised early period noir cyberpunk novel, dressed in low fantasy and jokes.

The main plot is a grifter who gets conned by scary secret powers into taking responsibility for a failing bureaucracy, and then uncovers privatized corruption on the communications backbone of the world. He then has to run a con to steal it back.

Neal Stephenson wishes his doorstoppers were this much fun!
