A decent whodunit, but hoping for more in the series

I have been recommended this series many, many times, and I ran cross the first volume at the local library and decided to give it a try. To be honest, it wasn't bad, but it wasn't incredible either. The police procedural part of things was honestly really well written, and I felt like it wrapped up in a realistic way. I don't think I was really invested in the setting until after the climax though.
The characters are a bit flat, but I get the feeling this first story was more about establishing the setting. I am hoping that the characters grow a bit in later volumes.
