Clare North has some clever ideas about what would work and what wouldn't.

A decent to good read. Some intensely boring parts but for a good reason. Build up a bit too low for my tastes. First impactful chapter happens close to part 2 halfway through. Gets remarkably better in part 2.

Mundanity of government services in a near dystopian future darkly amusing and entertaining.
