This is the final book of the Small Change trilogy. I like how the 3 books are all in the same world, and have a few common characters, but the POV is different in each one. In this one, the main voice is the inspector's ward. It's fascinating to see the fascist society (this is alternate history, fortunately) through the eyes of a young woman who has never known anything else.
