A remarkably prescient story of societies falling apart in an era of environmental deterioration. The narrative skips between people trying to continue living their normal lives as best they can, to disenfranchised people struggling at the fringes of society, to communities in Africa where collapse is almost total and then the actions of a 'philanthropic' aid donor tips then over. I struggled with overt racism from some characters. My impression that the author was representing attitudes he is aware of around him rather than an attitude of the author. The manner in which the racist passages are bracketed by contrasting sections is intended to throw them into stark contrast.
