The rampant criminality in the met described by this officer is disgusting. Either acts he commited or those which a blind eye was turned to. If this was their 'top' undercover I shudder at the idea of their worst. also 'Plain clothes' seems more suitable than undercover to me, there are no tales of infiltration or lengthy operations.
